Directs Department of Education to develop and administer grant program to distribute moneys to school districts and education service districts to create safe points of entry to] secure vestibules in school buildings. Requires recipients to finance at least one-half of cost of secure vestibules with proceeds of local general obligation bonds. Authorizes issuance of lottery] Article XI-P general obligation bonds to finance grant program. Appropriates moneys from General Fund to department for purposes of grant program.
